India’s Workforce Ecosystem: A Thought Leadership Paper

How can India translate its progress in skilling into meaningful employment, sustained careers and economic mobility? This thought leadership paper draws on Manthan: The Skilling Dialogue, convened by Generation India in New Delhi on 18 June 2026, bringing together perspectives from government, industry, academia, sector skill councils, philanthropy and workforce organisations.
The paper presents ten insights and the strategic shifts needed to build a more connected, responsive and outcome-driven workforce ecosystem. It explores the importance of demand-led workforce planning, stronger collaboration across stakeholders, employers as co-designers of workforce development, continuous adaptation to technological change, better labour-market intelligence and clearer career pathways for learners. It also highlights the need to measure success beyond training and placement numbers, focusing instead on employment quality, career progression and long-term economic mobility.
The central message is clear: India does not need to start again. It needs to connect what it has already built, aligning skills, employment and career advancement around shared outcomes.
